In effect, Donald Duck in french publication doesn't live on the Atlantic coast as you said. He lives in some unknown place/world. It happens that there was a F on Scrooge money bin, but there has almost never been any other reference to France. They just never explained or clarified where the ducks live nor made up a consistant world/history for them. The F sign is like in most other Euro countries except Italy. The Dutch have had e.g. the Dutch sign on Scrooge's money bin, and so on for many countries.
Also, in Federiccho Pedrocchi's early stories, you can spot that Donald's city looks a lot like Milan.
The French being nationalists? There are (old) people in France who say the Italians are thiefs. This is of the same level. From what I know, French hate anything that is nationalistic. Patriotism is a forbidden term in France unless you don't mind people thinking you are from the far far right. If you want to see nationalistic people, the US where people have national flag inside their house is a better example. That in France would be really ridiculous.
